Adoption pathway

Knowledge Navigator

Nine Build Digital supports, in the order to use them, for adopting Information Management / BIM under the Irish BIM mandate.

How to use this page

  1. Check where you stand Assess your organisation's digital maturity, then let the adoption tool turn the weak areas into improvement steps.
  2. Pick your role Optional. Choose the persona closest to you and the pathway marks the supports that persona uses.
  3. Work through the three steps in order Make the case, plan your adoption, then enable it with technology. Each step has three supports, worked examples and a recorded webinar.
  4. Measure your progress When you have worked through the steps, assess your maturity again and repeat the steps where gaps remain.

Start from your role

Each persona is a role-based scenario from the Personas tab. Pick the one closest to you and the pathway marks the supports it uses.

Recommended for Public Sector Project Coordinator: 3A Technology Evaluation Methodology. Each is marked “Recommended for your role” below.

Not sure which step you are on? Assess your digital maturity first. The adoption tool then turns your results into improvement steps that point back to the supports on this page.

Step 1 of 3 · Make the case

Why Information Management is now a strategic priority

Show why Information Management and BIM are organisational capabilities worth investing in, and agree how your information will be structured, before you plan any change.

You come away with:
  • A business case leadership can approve
  • A shared classification approach

How to use this step: Choose the business case for your sector (1A for public bodies, 1B for private firms), then use the Uniclass guide (1C) to agree how project information is classified.

Step 2 of 3 · Plan your adoption

What good digital adoption looks like

Turn leadership intent into a phased programme across people, process and technology. The Roadmap shows the journey, the Strategy sets objectives and measures, and the Plan schedules the work.

You come away with:
  • A phased adoption roadmap
  • An agreed adoption strategy
  • A resourced adoption plan

How to use this step: Read the Roadmap (2A) to see the phases, complete the Strategy (2B), then turn it into the Plan (2C). Worked examples show the Strategy for a local authority and a building contractor, and the Plan for a building contractor.

    Build Digital support 3 resources

Roadmap for sequencing organisational BIM adoption, capability development and implementation.

This roadmap sets out a clear, practical approach for organisations to adopt and implement Information Management and Building Information Modelling (BIM) in line with ISO 19650 and the Capital Works Management Framework (CWMF). It provides a phased pathway from early capability to advanced capability, showing how organisations can progressively build skills, processes, and digital workflows while meeting the requirements of the Irish BIM mandate. The roadmap aligns organisational change with project-level delivery, emphasising the foundations of people, process, and technology, and the importance of collaboration, governance, and continuous improvement. Overall, it supports organisations in moving from basic information management to fully integrated, data-driven delivery that delivers long-term value across the asset lifecycle.

The Strategy and the Plan work as a pair. Complete the Strategy first; the Plan turns each of its objectives into actions, owners and dates. Keep them together when you review progress.

Step 3 of 3 · Enable it with technology

Evaluation, selection and deployment

Choose and roll out technology that serves the processes you have agreed, rather than letting tools drive them. Assess options objectively, then deploy in a controlled, phased way.

You come away with:
  • A justified technology choice
  • A controlled deployment

How to use this step: Evaluate options with the Methodology (3A), then set the Deployment Strategy (3B) and schedule it in the Deployment Plan (3C). Worked examples cover an authoring tool and a common data environment.
